Is there a mechanism to forcibly release floating licenses that are not in use?

Yes, there is the following mechanism to prevent unused floating licenses from remaining.

(A) Automatic release of licenses over time

Normally, floating licenses are automatically released when you exit Next Design, so there is no need to forcibly release them. Next Design also periodically communicates between the client and the license server in the background to check the license usage status.

If there is no communication from the client for more than 30 minutes, the license is automatically released on the server side, so that unused floating licenses do not remain.

(B) Deactivation of unused licenses

You can check the usage status of floating licenses by following the manual "here" (https://docs.nextdesign.app/manual/docs/set-up/license-registration/floating-license/floating-license-cloud), and deactivate any unused licenses that you find.
